Guide to Digital Resources: Kopiosto's copying license

What is a copying license?

Turku UAS students and staff may copy texts and images from public websites and photocopy/scan printed publications under the license acquired from Kopiosto. The license applies to both Finnish and international publications. Copied materials can be used for teaching, research, as well as for theses and coursework.

The license is valid until 31.12.2026. On this page you can find information on how the license can be used and what you cannot do with it. Detailed information on the terms of use of the license is available on Kopiosto’s website.

Kopiosto's copying license

With a copying license you can:

  • Scan or photocopy parts of a whole printed publication
    • Scan 20 pages per publication, if it does not exceed 20% of the whole publication
    • Scan a full article from a scientific publication
    • Photocopy 20 pages per publication, if it does not exceed half of the publication
  • Copy from public websites copyright-protected texts and images
    • Maximum 20 pages per website (counted as printed sheets 20 x A4), one image counts as one page
    • One full article from a scholarly publication

The copied parts of publications can be attached to course materials. Scanned and saved materials from the web can be used in a lecture as well as shared with students by e-mail or in a closed online environment, for example Itslearning:

  • The materials can be available for students during a course or in a study module.
  • After the course, the materials may remain available for the teacher to be used again, for example in the next course, but they may not be available for the students of the previous course.
  • The materials can be saved in the institution's intranet and be available for staff.

With a copying license you cannot copy:

  • Textbooks or exercise books
  • Materials that require registering or paying a fee
  • Digitise or copy Finnish plays found online; however, the texts can be photocopied or printed out
  • Audiovisual works, such as music, films, radio, and TV programs
  • Materials that the copyright holder has prohibited copying. Kopiosto maintains a list of copyright holders and works that are under the prohibition. The list only includes works and creators that Kopiosto has been notified of.

Kopiosto’s license also does not apply to:

  • Works created by private individuals and shared by them on social media, discussion forums, blogs, or image-sharing services
  • Materials that the institution has access to, based on other types of licensing or agreements (e.g., the creator’s permission or consent). These materials can be used according to their licensing or terms of use

Identify the source

When copying images or other material from public websites under the copying license, identify the creator and references according to good practices. Mention at least:

  • The creator
  • Web address that has been used as a source for the image or other material

Report the copied material

Under the copying license, images and other materials copied online must be reported to Kopiosto’s reporting service (in Finnish).

  • Report only one instance of copying at a time
  • Report the address of the website where you copied the material from
  • You will receive a reporting confirmation to the email address you provided

Kopiosto uses the information about the copying and use of works is required to recompensate the works’ copyright holders.
